About Me

Hi, I’m Zé Viana.

I’m an ICT professional and System Specialist with more than 20 years of experience working in information and communication technology across government institutions, United Nations missions, and donor-funded programs in Timor-Leste.

But beyond the titles and roles, I’m simply someone who believes that technology should make institutions stronger and people’s work easier.

My Journey in ICT

My journey in IT began during the early years of Timor-Leste’s development, when I worked as an IT Assistant supporting the United Nations Transitional Administration. It was a challenging time, and technology was essential for rebuilding systems and operations.

From there, I grew step by step from frontline IT support to network administration, then into advisory and leadership roles. Over the years, I’ve had the opportunity to work with ministries, public institutions, and major international development programs funded by organizations such as the U.S. Government, the Australian Government, and the World Bank.

Each role taught me something new not just about systems and servers, but about responsibility, governance, and the importance of reliable infrastructure.

What I Do Today

Currently, I serve as IT Manager for the Millennium Challenge Account Timor-Leste (MCA-TL), funded by the U.S. Government through the Millennium Challenge Corporation (MCC).

In this role, I oversee the daily operation of ICT infrastructure supporting a nationally significant program. My work includes managing secure networks, cloud platforms like Microsoft 365 and SharePoint, cybersecurity controls, disaster recovery planning, vendor coordination, and supporting ERP and internal systems.

In simple terms: I make sure the technology works — securely, efficiently, and in line with international standards.

What I Care About

Over two decades in ICT, I’ve learned that technology is not just about hardware or software. It’s about:

  • Building systems that people can trust
  • Protecting data and ensuring cybersecurity
  • Supporting teams so they can focus on their mission
  • Planning infrastructure that is sustainable and scalable
  • Strengthening digital governance in our country

I’m particularly interested in cloud computing, digital transformation, cybersecurity, and ICT governance especially in the context of developing countries like Timor-Leste.

We have unique challenges, but we also have a unique opportunity to adopt modern solutions without being limited by legacy systems.

Why I Started This Blog

I created this blog to share knowledge and experience.

Over the years, I’ve been involved in cloud implementations, infrastructure modernization, MIS systems, digital reporting tools, backup and disaster recovery planning, and ICT policy development. I realized that many of these lessons are valuable — especially for young IT professionals and students in Timor-Leste.

Through this platform, I share:

  • Research-based articles on digital development
  • Practical experiences from working in donor-funded environments

I hold a Bachelor of Science in Computer Engineering, specializing in systems design, network infrastructure, and cybersecurity integration.

I have completed multiple international trainings and certifications, including Microsoft certifications (MCITP, MCTS), cybersecurity foundations, cloud services, executive IT leadership programs, and advanced infrastructure training across Asia and the United States.

Learning has always been part of my professional growth.

My Vision

My long-term goal is to contribute to a digitally empowered Timor-Leste — where government systems are secure and efficient, institutions are resilient, and young ICT professionals are confident and globally competitive.

Technology is evolving rapidly, and I believe Timor-Leste can leverage cloud computing, cybersecurity frameworks, and digital governance models to strengthen national development.
